Dubai Customs has amended cross-border e-commerce regulations, raising the customs duty exemption threshold for online shopping shipments from AED 300 to AED 1,000. These regulations took effect on Monday, August 3.

According to Customs Notice No. 16 of 2026, goods and products imported into Dubai for personal use via shipping companies, courier operators, or cross-border e-commerce platforms will be exempt from customs duties if their value does not exceed AED 1,000.

Dubai Customs stated that this change aims to reduce costs for e-commerce players, facilitate cross-border trade, increase operational efficiency, attract investment, and strengthen Dubai's competitive position in the digital economy.

However, this exemption does not apply to all goods. Tobacco products and their derivatives, electronic cigarette devices and accessories, nicotine-containing liquids, alcoholic beverages, and food items containing alcohol remain subject to relevant customs regulations and duties.

The new regulations also exempt returned personal goods through companies from paying customs duties again under specific conditions. To qualify, it must be proven that the customs duties were previously paid and the shipment was returned to Dubai within a maximum of 60 days from the date of exit.

Companies intending to benefit from the new regulations must register or update their information and activities in the Dubai Customs client system and complete the membership process for the relevant platform. The Legal Affairs Department of Dubai Customs will handle any potential disputes regarding the implementation of these regulations.
