UAE launches five-year government investment scheme for residents with AED 1,000 minimum
The UAE Ministry of Finance has announced the second issuance under its Retail Government Treasury Sukuk programme, a five-year investment product available to UAE citizens and residents with a minimum investment of AED 1,000.
The sukuk is fully backed by the UAE Government, complies with Shariah principles, and its profit rate is set to be announced on September 22, 2026.
The new issuance follows strong demand for the programme’s first offering. Orders reached AED 445 million, nearly nine times the initial target of AED 50 million. The demand prompted the Ministry of Finance to double the issuance size to AED 100 million.
Digital purchases and trading on Nasdaq Dubai
Investors can subscribe through the Dubai Financial Market’s eIPO platform, the iVestor and DFM applications, and the digital channels of participating banks.
Emirates NBD is the lead receiving bank, while participating banks include Emirates Islamic Bank, Abu Dhabi Islamic Bank, Ajman Bank, Mashreq, Abu Dhabi Commercial Bank and First Abu Dhabi Bank.
Following allocation and settlement, the new sukuk will be listed on Nasdaq Dubai and available for trading on the secondary market.
Promoting a culture of saving and investment
The Ministry of Finance said the programme aims to expand access to government-backed investments for individuals and families while encouraging long-term saving and investment.
The first retail government sukuk had a two-year maturity and offered an annual profit rate of 4.30 per cent, paid every six months. According to Ministry of Finance figures, 76 per cent of demand came from investments of AED 10,000 or less, while UAE citizens accounted for 72 per cent of investors.
Investors under the age of 25 and women together represented 45 per cent of subscribers.
The Ministry of Finance said the new five-year issuance is part of a broader programme to develop the domestic capital market, increase public participation in government debt instruments, and provide transparent, digital and liquid investment options.
