The UAE Ministry of Finance has introduced a new accreditation framework for e-invoicing service providers. The change eliminates the “pre-approval” stage and requires providers to complete all technical tests and assessments and obtain official accreditation before beginning operations.

The regulations took effect on October 1, 2026, under Ministerial Decision No. 168 of 2026, replacing the previous framework.

The key point for businesses is that simply selecting a service provider is not enough; the chosen provider must be officially accredited under the Ministry of Finance’s new regulations.

🟢 E-invoicing implementation deadlines

Companies with annual revenue exceeding AED 50 million must select their service provider by October 30, 2026, and begin issuing electronic invoices from January 1, 2027.

For businesses with annual revenue below AED 50 million, the deadline to select a provider is March 31, 2027, while mandatory implementation begins on July 1, 2027.

Government entities covered by the regulations must also select their provider by March 31, 2027, and implement the system from October 1, 2027.

🟢 An e-invoice is more than just a PDF

The Ministry of Finance has stressed that an e-invoice is not simply a PDF, Word document, scanned image or invoice sent by email.

An e-invoice is a set of structured digital data exchanged between a seller and a buyer, with the relevant tax information also transmitted electronically to the Federal Tax Authority.

Under the UAE model, the seller’s accredited service provider transmits the invoice information to the buyer’s accredited provider, while the required data is also sent to the Federal Tax Authority.

The Ministry of Finance said the pre-approval stage was removed to accelerate the e-invoicing programme’s transition from preparation to full implementation.

Companies, particularly large businesses with only until the end of October to act, should therefore verify the accreditation status of their chosen provider now to avoid implementation issues when the 2027 requirements take effect.
