Dubai Simplifies Tenancy Contract Registration and Renewal Through One App for Utility Activation
The Dubai Land Department (DLD) has announced the launch of upgraded Ejari services on the DubaiNow app. The update allows landlords and tenants to register, renew and cancel tenancy contracts through a single digital platform, while accessing related property rental services, including payment of water and electricity security deposits.
The Dubai Land Department said on Monday, November 2, 2026, that the new services were launched to streamline rental procedures, reduce administrative steps and make government services more accessible to users.
Under the new system, users can create and register tenancy contracts through a fully digital process. Once a contract is approved, the official Ejari certificate will be issued immediately.
Users can also renew tenancy contracts and submit cancellation requests through the DubaiNow app using UAE PASS.
The system also enables contracts to be signed electronically, enhancing the security and transparency of rental procedures while reducing the need to use multiple platforms.
How are tenancy contracts registered and renewed?
According to the Dubai Land Department’s official guide, landlords can log in to the DubaiNow app using UAE PASS and select the option to register a new contract or renew an existing one.
After completing the required information, the landlord signs the contract electronically and sends it to the tenant.
The tenant can then review the contract, accept its terms, sign it using UAE PASS and pay the relevant registration fees.
For contract cancellations, a request is submitted through the system to the other party. The required procedures are then completed following review and approval in accordance with regulations.
This allows a significant portion of the tenancy contract process to be completed in one digital environment, reducing the need to access separate systems.
Paying water and electricity deposits through the DubaiNow app
One of the most significant features of the upgraded Ejari services is the integration of tenancy contract registration with Dubai Electricity and Water Authority (DEWA) services.
Under the initiative, tenants can pay the security deposit for their property’s water and electricity services directly through the DubaiNow app.
The integration also allows users to activate water and electricity services as part of the same digital process.
People moving into a new home in Dubai can therefore register and confirm their tenancy contract, pay the security deposit and activate water and electricity services without using multiple platforms.
The initiative aims to reduce the time and administrative steps required when moving into a new property and simplify access to essential services.
The initiative was implemented in collaboration with the Dubai Land Department, Dubai Electricity and Water Authority and Digital Dubai.
Faster property services and greater transparency
Mohammed Ali Al Badwawi, CEO of the Real Estate Registration Sector at the Dubai Land Department, said the launch of upgraded Ejari services through DubaiNow marked another step in the digital transformation of the emirate’s property services.
He said: “The launch of the upgraded Ejari services through DubaiNow marks another milestone in the digital transformation of Dubai’s real estate services.”
Al Badwawi added that by streamlining administrative procedures and integrating services, the initiative would accelerate service delivery, increase transparency and provide users with a secure digital experience.
He said cooperation between government entities and the development of smart services play an important role in simplifying procedures for landlords and tenants and improving the user experience.
Simplifying utility activation for tenants
Marwan bin Haider, Executive Vice President of Innovation and the Future at Dubai Electricity and Water Authority, said integrating DEWA’s services with the Ejari system would make it easier to complete water and electricity procedures while registering tenancy contracts.
He said enabling users to pay security deposits and activate water and electricity services through a single platform would reduce the time and effort required to complete these procedures.
According to bin Haider, the initiative aims to provide more integrated and streamlined services, allowing users to manage their tenancy contracts and property utility services in fewer steps.
Dubai tenancy contracts worth AED32.2 billion registered
The upgraded Ejari services have been launched as Dubai’s property rental market continues to record significant activity.
According to Dubai Land Department data, the value of tenancy contracts registered in the emirate during the first quarter of 2026 reached approximately AED32.2 billion.
During the period, 118,385 new tenancy contracts and 135,607 contract renewals were registered.
The total number of new and renewed contracts in the first quarter therefore reached 253,992.
The figures highlight the high volume of tenancy registrations and renewals, as well as the importance of developing digital services to meet the needs of landlords and tenants in Dubai.
Initiative supports Dubai’s Services 360 policy
The upgraded Ejari services form part of the Dubai Government’s Services 360 policy, which focuses on delivering integrated government services and reducing the need for users to complete separate procedures with different entities.
The initiative also aligns with the goals of the Dubai Economic Agenda D33 and the Dubai Digital Strategy, which seek to improve government efficiency, expand digital services and enhance the user experience.
The Dubai Land Department said it would continue developing the Ejari system to make rental services more accessible, protect the rights of landlords and tenants and strengthen transparency in the emirate’s property market.
With the launch of the upgraded Ejari services on DubaiNow, eligible users can complete a significant portion of the tenancy registration and management process and activate water and electricity services through a single app. The move is expected to reduce the time and complexity involved in renting and moving home in Dubai.
