Dubai's Infrastructure Success Hinges on Prioritizing Safety Over Speed

Dubai's infrastructure projects are renowned for their rapid pace and massive scale, but behind the scenes lie critical management decisions. Mattar Al Tayer, Director-General, Chairman of the Board of Executive Directors of the Roads and Transport Authority (RTA), revealed one such pivotal moment during a session with future leaders: a technical fault in the Dubai Tram that nearly halted the entire project before its inauguration.

🟢 Halt Order: Safety Not Sacrificed for Speed

During the final tram testing phase, with immense pressure to meet the launch deadline, a technical defect was identified. When this was reported to His Highness Sheikh Mohammed bin Rashid Al Maktoum, his response offered a significant lesson for managers. Al Tayer stated, "Sheikh Mohammed's response was clear: stop, fix it, and retest. Nothing moves until we are 100 percent sure."

This decision demonstrated that in Dubai, there is no pressure to cut corners and jeopardize public safety for the sake of a ribbon-cutting ceremony.

🟢 The Philosophy of "Field Leadership"

Al Tayer described this approach as a prime example of "field leadership." According to him, Sheikh Mohammed does not manage projects from behind a desk but experiences operational realities firsthand through constant visits to sites, canals, and bridges. This physical presence has fostered a "culture of accountability" among engineers and contractors, as they know no shortcuts will escape the leadership's attention.

🟢 From the 2009 Financial Crisis to Metro Success

This pragmatic approach was also evident in the Dubai Metro project. Amidst the global financial crisis of 2008, Dubai insisted on the opening date of September 9, 2009 (09/09/09), but with a smart strategy: opening only seven main stations on the first day and gradually launching the remaining stations to ensure quality. Al Tayer, who now oversees projects worth AED 175 billion, emphasized, "Speed without direction is chaos; but clarity of vision enables speed."
