Dubai has launched an exclusive club for frequent visitors to the city. The Dubai Access Club offers a five-year membership, eligibility for a multi-entry tourist visa valid for the same period, spending credit of up to AED 2,000, and a range of exclusive discounts and services. Membership is available by invitation only through programme partners, with an application fee of AED 4,032.50.

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, announced the launch on Sunday, November 1, 2026. The General Directorate of Identity and Foreigners Affairs – Dubai and the Dubai Department of Economy and Tourism released further details on Thursday, November 5. Dubai officials said it is the world’s first invitation-only tourism membership programme to operate citywide.

According to Dubai’s official tourism website, Visit Dubai, eligible members whose applications are approved will receive a five-year, multiple-entry tourist visa, allowing them to travel frequently to the UAE without applying for a new visa for each trip. The visa initially permits stays of up to 90 days per year, extendable to a maximum of 180 days annually. It does not grant five-year UAE residency.

Club members can receive up to AED 2,000 in credit for use at selected hotels, tourist attractions and shopping destinations in Dubai. Other benefits include a Majid Al Futtaim gift card, a complimentary du prepaid SIM card upon arrival, and the ALSAADA tourist discount card, offering more than 20 exclusive benefits and deals. Additional services, including hotel room upgrades, lounge access and early booking for events, are expected to be added at later stages.

Membership invitations will be issued through selected loyalty programmes and international companies affiliated with the club’s partners. Emirates airline, hospitality group Accor and payments company Visa are among the first partners announced, with more organisations expected to join. The programme is also designed to facilitate frequent business travel to Dubai for employees of international companies.

Those who have not received an invitation can register their interest through Dubai’s official tourism website. Applicants must state which company they work for or which loyalty programme they belong to. The form lists organisations including Emirates, Jumeirah, Accor, Hilton, Marriott and Hyatt, as well as programmes such as Emirates Skywards, Jumeirah One and Hilton Honors. However, registering does not guarantee an invitation, membership or visa approval.

The membership application fee, including the five-year visa and associated benefits, is AED 4,032.50. Applicants applying from within the UAE must pay an additional AED 650, bringing the total cost to AED 4,682.50. According to The National, if the visa application is rejected, the payment will be refunded after a deduction of AED 183.

Required documents include a personal photograph, a copy of the passport, bank statements for the past six months, health insurance and a return ticket. Once the documents have been submitted and the fee paid, applications are usually processed within 48 hours, although some cases may take longer. Club membership will be activated only after the visa has been approved and the applicant’s eligibility verified.

The UAE already offered a five-year multiple-entry tourist visa before the club was launched, and applicants could obtain it through the standard process without a sponsor. One of the stated requirements is proof of a bank balance equivalent to at least $4,000 during the six months preceding the application. The main difference with the new club is that it combines access to this visa with invitation-only membership and exclusive tourism benefits.

The club’s launch is part of two new Dubai tourism initiatives announced by Sheikh Hamdan on November 1. The other initiative allows travellers to apply for single-entry and multiple-entry tourist visas through the official Visit Dubai website. The services were developed under Dubai Government’s digital services integration programme and were scheduled to be introduced in November. The stated aim is to make travel easier for tourists and strengthen Dubai’s position among the world’s top three destinations for tourism and business.
