Dubai Municipality has introduced new investment opportunities for seasonal commercial activities in Al Ruwayyah. Applications opened on September 18, with selected businesses permitted to serve visitors during the 2026-2027 winter camping season.

Applicants must submit their applications through the Dubai Investment Opportunities Platform. However, the municipality has yet to disclose the number of available sites, the application deadline, site sizes, lease terms or the specific categories of commercial activities.

The initiative allows businesses to operate in managed recreational areas without establishing permanent commercial premises, enabling them to benefit from increased demand for services during the camping season.

Similar opportunities in Saih Al Salam

Dubai Municipality previously announced other seasonal investment opportunities in Saih Al Salam on August 13, 2026.

These opportunities also cover the 2026-2027 camping season. However, members of the Mohammed Bin Rashid Establishment for SME Development, known as Dubai SME, were given priority during the application process.

Al Ruwayyah and Saih Al Salam are well-known outdoor recreation destinations in Dubai. The allocation of commercial spaces in these areas forms part of plans to expand seasonal services for visitors.

New infrastructure for caravans and mobile vendors

Dubai’s Roads and Transport Authority also opened Al Ruwayyah Yard in January 2026, offering 335 dedicated parking spaces.

The facility is designed to store caravans, boats, jet skis, trailers and food trucks, and is operated in partnership with the private sector.

However, the municipality has not announced any direct link between the parking facility and the new camping investment opportunities.

Expanding commercial activities in recreational areas

Dubai has expanded the commercial use of parks and tourist destinations in recent years. Under announced plans, more than 800 projects have been identified for parks and green spaces, including the construction of more than 310 new parks, upgrades to more than 322 existing parks and the development of more than 120 open spaces.

In 2025, the municipality also introduced 14 commercial opportunities in Hatta.

With applications now open for camping sites in Al Ruwayyah, interested businesses can apply to operate during the upcoming winter season.
