UAE authorities have warned social media users that insulting or defaming others online could result in imprisonment, a fine of between AED 250,000 and AED 500,000, or both.

The warning was issued as part of the nationwide “The UAE Is Safe With Your Digital Awareness” campaign, organised by the Ministry of Interior in collaboration with Dubai Police and the Dubai Electronic Security Center (DESC) during Cybersecurity Awareness Month in October.

The campaign highlights Article 43 of Federal Decree-Law No. 34 of 2021 on Combatting Rumours and Cybercrimes, which sets penalties for insults and defamation carried out through information networks and electronic systems.

Under the article, anyone who insults another person through an information network, information technology tool or electronic system, or attributes an incident to that person that could expose them to punishment or contempt by others, may face imprisonment, a fine of between AED 250,000 and AED 500,000, or both.

If the offence is committed against a government employee or a person responsible for providing a public service because of, or in connection with, their official duties, it is considered an aggravating circumstance.

Emphasis on Responsible Social Media Use

In addition to warning about the legal consequences of insults and defamation, the UAE awareness campaign urges users to treat social media as a platform for constructive views and respectful exchanges, and to refrain from personal attacks, ridicule and humiliation.

Campaign organisers have also called on the public to promote positive dialogue and mutual respect, helping to create a safer digital environment aligned with the UAE’s social values.

Nationwide Cybersecurity Awareness Campaign Under Way

“The UAE Is Safe With Your Digital Awareness” is a comprehensive public education programme covering cybercrime, online fraud and the misuse of emerging technologies, including artificial intelligence.

The programme aims to improve digital awareness and literacy across all segments of society and encourage responsible behaviour online and on social media.

The campaign is being held as part of the UAE’s annual Cybersecurity Awareness Month initiatives and will continue until the end of October.
