KHDA Issues Detailed Guide for School Grade Placement in Dubai

Dubai private school grade placement is determined by a child's age, previous academic history, and individual educational needs, according to detailed guidelines released for parents.

The Knowledge and Human Development Authority (KHDA) guide explains how student placement is determined from Pre-KG or FS1 to Grade 9 or Year 10, including for children arriving from abroad, those transferring mid-year, or those requesting to repeat or skip a grade.

The guide also clarifies the implementation of the new age requirement for the 2026-2027 transition academic year.

The guide states: For Pre-KG to KG2, equivalent to FS1 to Year 1, age is the primary and determining factor for student placement. From Grade 1 or Year 2 onwards, the Transfer Certificate (TC) will be the main reference for determining the grade. If the grade listed on the Transfer Certificate differs from the UAE age-grade table, the school must notify the KHDA before confirming admission.

The following are the most important points parents need to know.

🟠 What are the age cut-off dates for admission?

Children entering schools with a September start must have reached the specified age by December 31.

Children entering schools with an April start must also reach the relevant age by March 31.

For schools starting in September, the child must have reached the following ages by December 31:

🔸Pre-KG or FS1: Three years
🔸KG1 or FS2: Four years
🔸KG2 or Year 1: Five years
🔸Grade 1 or Year 2: Six years

These regulations also apply to Early Childhood Centers and nurseries from the FS1 level onwards.

🟠 Which children are affected by the new age requirement?

The revised rule only applies to children being registered in the KHDA system for the first time for the 2026-2027 academic year.

This change does not include:

🔸Children currently enrolled in a Dubai school or nursery
🔸Children transferring between schools or nurseries within Dubai

The KHDA guide describes the 2026-2027 academic year as a transition year. From the 2027-2028 academic year, all new enrollments will follow the new age requirement without the temporary group flexibility available this year.

🟠 Can some children choose between FS1 and FS2?

A one-time provision has been made for children born between September 1 and December 31, 2022, who are not currently enrolled in any school or nursery.

For the 2026-2027 academic year, parents and the school can jointly decide whether FS1 or FS2, or their equivalent, is a more appropriate starting point for the child.

The guide states that in schools following the British curriculum, limited flexibility for entry into FS1 may also apply, provided the child's readiness is formally assessed and documented.

This flexibility does not apply to other grade levels.

🟠 What happens if a child moves to Dubai from abroad?

Children coming from countries where formal education begins later can still be enrolled in an age-appropriate grade if they meet the entry requirements set in the UAE.

The KHDA guide cites the example of a seven-year-old child from Finland, a country where formal education starts later. This child can enter Grade 1 or Year 2 in Dubai, even if their reading, writing, or classroom attendance skills are not at the same level as their peers.

In such cases, the school must provide support such as:

🔸Instruction tailored to the student's level and needs
🔸Introductory literacy and numeracy activities
🔸A short-term Individual Learning Plan (ILP)
🔸Additional support during the first term

The lack of a formal education history is not, on its own, a reason to place a child in a lower grade.

🟠 What if the child was placed in a lower grade in their previous country?

For children from Pre-KG to KG2, equivalent to FS1 to Year 1, the grade is determined by age regardless of the previous year group.

From Grade 1 or Year 2 onwards, the Transfer Certificate becomes the primary reference.
According to the guide, if the Transfer Certificate lists a grade lower than the UAE age-grade table, the school will usually follow the certificate and notify the KHDA if there is a significant discrepancy.

However, children who started school late or were previously moved to a lower grade may be placed in an age-appropriate grade while receiving additional educational support.

The guide mentions the example of an eight-year-old child who completed Grade 1 abroad. This child would typically enter Grade 3 or Year 4 in Dubai. If specialist reports indicate developmental delays, the school can apply to enroll them in Grade 2 or Year 3.

🟠 What if the child is ahead of their age group?

Up to the KG2 or Year 1 level, grade placement is still based on age, even if the child studied at a higher level abroad.

From Grade 1 or Year 2 onwards, a Transfer Certificate can support placing a student in a grade higher than their age group. If the grade listed on the certificate is more than one year ahead of the UAE table, the school must notify the KHDA before confirming admission.

A school can request permission for an exceptional placement higher than the student's age, provided the child has completed more advanced education and demonstrates sufficient academic, emotional, and social readiness.

However, the KHDA guide states that gifted children should generally benefit from enrichment programs and advanced assignments within their own age group. Skipping a grade requires official permission and a full assessment of the child's readiness.

🟠 Can a child repeat a school year?

Usually no.

The guide states that children in Dubai are expected to progress with their age group. Poor grades, gaps in education, or a late start to schooling are not sufficient reasons on their own to hold a student back in a grade.
